Tenant Screening and Minimum Requirements

FAIR HOUSING POLICY: It is the policy of NOVARPM and its Agents and Employees to comply with the REALTOR® Code of Ethics, NARPM® Code of Ethics, local, state, and federal fair housing laws and provide for fair housing throughout the Commonwealth of Virginia, to all its citizens, regardless of race, color, religion, national origin, sex, elderliness, familial status, disability, sexual orientation, gender identity, or any other protected class.

APPLICATION PROCESSING POLICY: Your application is processed as soon as it comes in, but is not complete until all requested information is received. We may process other applications concurrently. The property remains on the market, and we continue to accept applications until a lease is signed and funds are received.

Our company uses the requirements below for tenant screening*. Please review these requirements before you request a showing (you DO NOT have to provide any information or submit any payment to request a showing).

When you’re ready to submit an application, please review these requirements again. Remember, your $50 per adult application fee is non-refundable.

Information We Will Consider

The number of occupants must comply with the local ordinance

We check to ensure that the number of occupants complies with the local occupancy limit ordinance. If the number of occupants exceeds the limit, your application will not be accepted.

In general, the occupancy limits are:

  • No more than 2 people per room.
  • No more than four unrelated people may live in one house.
  • No more than one family, plus two renters, may live in one house.

Pet limits and restrictions

The number and type of pets are dictated by the Owner. Please check with us about accepted pets for the property you inquired about before showing and/or applying.

  • Any pet on the restricted dog breeds list OR less than 1 year old will not be accepted.
  • All pets require vaccination records and must be registered if required by law
  • In general, there is a limit of 2 pets and there is a pet rent of $50 per month per pet, plus a $1,000 refundable pet deposit.
  • Verified ESA or Service Animals are not subject to pet rent or deposit, and will not be used as the basis for an application acceptance or denial unless the animal caused undue hardship for the Owner to accommodate. For pets and assistant animals, you must complete screening through OurPetPolicy.
    • For ESA, you are required to provide a letter from a provider with a therapeutic relationship that you see regularly. The letter must be on a letterhead with the provider’s contact information. The ESA letter must include a date of issuance less than 12 months old. An ESA letter from online sites will not be accepted.
    • For Service Animal, please provide answers to the following questions: (1) Is this animal required because of a disability? (2) What work or task has this animal been trained to perform?
Lease Start and End Dates

In the case of multiple applications, an applicant with an earlier lease start date and longer lease term will be given a higher priority. We prefer to sign a lease that ends between March through October months to avoid the Holidays season and winter moving dates

Identity Verification

Each adult applicant must submit a valid government-issued ID, e.g., driver license, non-driver license, passport, etc. to verify their identity.

Do not submit government work ID with your application.

Gross Monthly Income More Than 3x Rent and Verifiable Proof of Income
  • Monthly Household Income must be greater than 3x rent. For example, if rent is $2,000 monthly, the household income must be more than $6,000 monthly.
  • Proof of income is required. Acceptable proof of income includes the two most recent paystubs, an accepted job offer, or a recent bank statement showing self-employed income.
  • Housing Choice Vouchers may be declined in Virginia if the Owner has four properties or less, and opted out of the program.
    • If housing choice vouchers are accepted, the applicant still must have income of more than 3x of their portion of the rent. For example, if rent is $2,000 and the tenant is responsible for $500, the tenant must make $1,500 a month to qualify.
    • The Tenant has 15 days to complete the Request for Tenancy Approval or the application approval and Lease may be rescinded by the Owner.
    • If the approved rent amount is lower than the listed rent amount, the Owner may rescind the Lease.
Sufficient Assets to Pay Security Deposit Plus One Month’s Rent
  • Current cash on hand must be greater than 2x rent. For example, if rent is $2,000 monthly, you must have more than $4,000 cash on hand. This ensures that you can pay the Security Deposit, plus the First Month’s Rent.
  • The most recent Bank Statement is required. You may black out sensitive information, but the statement must include your name and show the most recent balance.
  • If you’re using Housing Vouchers, you need to be able to cover your portion of rent plus the Security Deposit (if the deposit is not covered under your program).
  • If you’re using a co-signer or requires more than two income to qualify, the security deposit is increased to two month’s rent.
Landlord and Job References

Please provide the name, phone number, and email of your current Landlord and Job Supervisor.

Credit History

For your application to be considered, you must meet the following minimums

  • No current collections
  • No past-due accounts
  • No late payments in the past 12 months
  • No bankruptcies or short sales in the past five years
Eviction History

For your application to be considered, you must not have any eviction in the past five years.

Criminal History

If any household member has ever been convicted, the conviction needs to be at least 5 years old and it cannot be a disqualifying conviction for your application to be considered.

Disqualifying convictions are typically related to violent crimes, manufacturing methamphetamine, drug trafficking, and sex crimes that would require the offender to register as a sex offender.

Co-Signers

We do not accept co-signers unless otherwise specified in the listing. Generally, co-signers are only accepted for student rentals with the parents as co-signers only.

Information that we do NOT use

The following information are not used as a basis for application acceptance or denial.

  • Any information protected by the Federal Fair Housing Protected Classes – i.e., race, color, national origin, religion, sex (including gender identity and sexual orientation), familial status, and disability.
  • Any information protected by the Virginia Fair Housing Protected Classes – Federal Protected Clases plus elderliness, source of funds, and military status.
  • The presence of ESA or Service Animal.

* Owners retain the right to make certain exceptions.
